Maureen Flatley Takes Reins As President
of Stop Child Predators
Stop Child Predators celebrates 20 years of child protection advocacy
with a new leadership team.
WASHINGTON — Stop Child Predators (SCP), a national nonprofit organization dedicated to advancing effective, evidence-based child protection policies, today announced that SCP advisor and longtime child-protection advocate Maureen Flatley will serve as President of the organization, driving SCP’s advocacy work. Stacie Rumenap, founder of SCP, will continue in her role as Chief Executive Officer.
The leadership structure reflects SCP’s continued focus on solutions to combat child exploitation and policy development that removes predators from circulation.
“Protecting children requires clarity about what actually works,” said Maureen Flatley, President of Stop Child Predators. “That means serious investments in law enforcement, strengthening public-private partnerships with mandated reporters, and ensuring real accountability through arrests, prosecutions, and convictions. I’m honored to continue advancing policies that focus on removing predators from the equation, both in the physical and digital space.”
Flatley brings decades of experience in child protection, government reform, and public policy. She was a principal architect of Masha’s Law in 2006, which significantly increased civil penalties for downloading child sexual abuse material, and has testified before Congress and at Washington, DC policy conferences on combating internet sexual exploitation. She has advised lawmakers, law-enforcement leaders and advocacy organizations on policies that prioritize investigation, prosecution and prevention while arguing against policies that would be ineffective at stopping child exploitation.
This transition follows the 20th anniversary of the organization. Rumenap founded Stop Child Predators in 2005 following the kidnapping and murder of nine-year-old Jessica Lunsford, which led to the passage of Jessica’s Law and transformed sentencing standards for child sexual offenses nationwide. Under her leadership, SCP has remained focused on practical, enforceable solutions as exploitation has increasingly moved into digital spaces.

SCP continues to urge Congress and federal agencies to fully fund Internet Crimes Against Children (ICAC) task forces, improve outcome reporting on cyber-tip investigations, expand digital-forensics capacity, and strengthen international cooperation to dismantle organized exploitation networks operating online.
